Last month’s Independence Day celebration saw one of the biggest crowds Highlands has experienced in recent years, prompting calls from the police department to change the town’s alcohol policy.
The existing alcohol policy for Founder’s Park allows visitors to bring their own alcohol for concert events, with the 4th of July celebration being the exception to this policy, according to Town Manager Josh Ward.
“Alcohol is not permitted in the park unless approved by the town board,” he said. “The town board approved alcohol in the park for the Saturday night concerts, but not for the Fourth of July due to the large number of people congregating within the park.”
This has led to confusion among residents and visitors, with many bringing their own alcohol regardless of the rules. Holland said the presence of only two officers amidst a crowd of thousands led to challenges in enforcing the policy.
During last month’s board meeting, Highlands Chief of Police Andrea Holland called for a change in this policy.
Holland cited instances where individuals expressed frustration over being asked to discard their alcoholic beverages, and further emphasized that such inconsistencies can lead to public dissatisfaction, resulting in strained relations between officers and attendees.
“Everybody I’ve spoken with is in favor of having alcohol on the Fourth of July and are actually a little confused as to why it’s not being allowed,” said Town Board of Commissioner Jeff Weller. “I’ve heard no negatives to me directly, but that doesn’t mean that somebody might not be in favor of it.”
Weller said that should a potential change pass within the next year, measures will still be in place to ensure compliance with state laws about alcoholic beverages in public.
“We would still have off-duty police officers being paid by the Chamber of Commerce for whatever event is being held,” he said.
While no formal proposal has been made, discussion is set to occur prior to next year’s Independence Day celebration.
“This issue is still under discussion among town leadership,” Holland said. “I’m confident we’ll reach a decision that reflects the values and interests of the Highlands community.”
