A public hearing regarding amendments to the town’s zoning rules related to short term rentals is scheduled for 5 p.m. tonight at the Highlands Community Building.
While there is certainly no shortage of opinions, the arguments for regulating short term rentals essentially break along two lines – either a person is for allowing short term rentals as they currently operate, or they oppose the practice and wish to see STR’s limited or done away with in residentially zoned areas.
Public hearings are an important part of the regulatory process. The public’s right to be heard on matters of government is one of the cornerstones of democracy. So, with tonight’s hearing sure to be filled with speakers on both sides of the aisle, here are some tips for making an impactful public comment.
• Be direct – Public comments are limited to three minutes per speaker. Getting the most out of time at the podium means getting to the point quickly. Getting off topic is not an option in such a limited timeframe.
• Don’t be a parrot – While you may agree with one, or more, of the speakers who address the board prior to your time, it is important to have original thoughts to add to the conversation. Simply agreeing with the previous speaker or restating previous points isn’t necessarily a good use of the comment period.
• Don’t get personal – Each member of the board of commissioners undoubtedly has their own thoughts on STR’s. Addressing the board in a public hearing is a time to make your ideas and/or opinions known, not to attack board members for their individual position.
• Be a good listener – While everyone who addresses the board is in attendance to speak, it’s important to listen as well. There may be things said prior to your time that change or impact what you plan to say.
• Know the process – The short term rental regulation debate is not going to end tonight with a final edict from the board. Don’t be upset if there is no clear remedy following the public hearing and feel good about making your point.
